On Saturday night several hundred people in low-lying areas in and around Port Vila left their homes as Cyclone Cook intensified.
NGOs like CARE International are waiting for the weather to clear before swinging into action.
CARE's Vanuatu program director Charlie Damon told Pacific Beat their immediate focus will be on those who had to leave their homes.
She says Vanuatu appears to have been spared the worst effects of Cyclone Cook but some people will still need help.
Damon says trees have fallen down and there are reports of flooding in low lying areas.
