PM Salwai officially announces bidder of Vanuatu international airports

JV China Civil Engineering Construction and Northwest Civil Aviation Airport Construction Company has been named the successful bidder for rehabilitation of runway, aprons and related infrastructure for Bauerfield Airport in Port Vila.

Prime Minister, Charlot Salwai officially announced the name of the winning contractor today.

The announcement came after World Bank finally gave its no objection letter regarding Bauerfield International Airport, Pekoa Airport and White Grass International on Tanna to the Minister of Public Utilities, Jotham Napat last night.

The company from China provided a bid of USD47,660,000.

The design and build for Santo-Pekoa and Tanna White Grass short term runway repairs is worth USD11, 390 000.

In its letter, the World Bank said it has taken note of the following based on documentation in the Bid Evaluation Report (BER) of March 23, 2017 and Bid Evaluation Committee (BEC) letter of March 29,2017: the BEC determined the bid submitted by JV-Shanghai Construction Group Co.Ltd and Beijing Jongold Construction Co.Ltd (JV SCG-BJC) (China) and the bid submitted by China Railway First Group (China) to be substantially non-responsive and or not fully meeting the qualification criteria.

“The BEC also determined the next higher priced bidder JV CCECC/NCAACC to be fully compliant and qualified based on the requirements of the bidding documents. The BER includes the explicit statement "based on the above and after positive determination of the bidder's technical responsiveness and the qualifications, the bid of CCECC-NCAAC has been determined lowest priced technically responsive and qualified bid for Lot 1," the letter said.

According to a government statement, the World Bank said it noted that BEC determined the bid submitted by Downer EDI Works Vanuatu was substantially non-responsive.

“The bank's "no objection" is conditional to the confirmation by MIPU that next higher bidder, JV CCECC/NCAAC is fully qualified to undertake both contracts in accordance with the qualification criteria defined in the bidding documents".

The funding approved by World Bank will help the government address pavement deterioration at Whitegrass (Tanna) and Pekoa (Espiritu Santo) airports. At the Bauerfield International Airport (Bauerfield) in the capital Port Vila, expanded runway works will enable the country’s key international airport to accommodate larger Code E aircraft, allowing airlines to fly more passengers from further afield. The upgraded runway at Bauerfield will also ensure large emergency response aircraft can land safely during times of disaster.

The signing of the contract between World Bank and the Vanuatu government is scheduled for next week at the National Convention Centre in Port Vila.
